One of the bigger BPA member companies run and owned by QA Nominees. This in turn is reported as controlled by Graham Cowan who has over 1000 Directorships. Who really has control of Civil Enforcement is in some doubt.
Stage 1 - Notice to Driver
Stage 2 - Notice to Keeper
CEL in an apparent response to the fraud case in Aberdeen now no longer show any images of the so-called "offence". This is yet another obstacle put in the way of drivers and keepers to resolve the issues. We now recommend a Keeper (not a driver) should send a Subject Access Request to Civil Enforcement to get the images and any other information they have (e.g. dates they requested the Keeper details from the DVLA). There is a small charge (£10) but it tends to pay off in the long run.
Stage 3 - Appeal Rejection
Everyone gets one of these but this is your chance to appeal to the POPLA to get it cancelled.
Stage 4 - Debt Collector letters
See the Debt Collection section for more information on this stage.
